CONSULTANT - WATER IN AGRICULTURE
· WHARF
18 Years Leading WHARF in USA and Global Research on Rainfall in Agriculture, and Development of Field Applications: Development of Unique New Crop Season Rainfall Probabilities Related to Dates When Germination Conditions are First Attained as Opposed to Strict Calendar Dates; Simulation of Localized Crop Water Supply and Yield Expectations With Different Crops or Management Decisions; and Farm Level Design of Flexible Cropping Systems and Management Strategies for Variable Rainfall Conditions. Development of Global Agrometeorological Data Base and Supporting Software to Gather, Store/Retrieve, and Analyze Data. Publication/Presentation/Consultation in the USA and 30 Countries Internationally. INDIA; USAID Consultant: Designer of Subproject Titled "Strengthening Agrometeorological Research to Enhance Crop Production" within the Ongoing "All India Coordinated Research Project on Agrometeorology" (AICRPAM). The Subproject was funded in 1988, with Key Objectives being (i) Expansion of the Overall Project from 10 Research/Extension Centers to 12 Centers Throughout India, (ii) Introducing New Research Techniques Including Lysimetry, Neutron Meter Soil Water Measurement, and "Line Source Design" Field Experiments Perfected at UCD and Collaborating Universities in UT, CO and AZ, and (iii) Development of Response Farming Capabilities at All AICRPAM Centers. SRI LANKA; USAID Consultant: Development of Agrometeorological Data Storage/Retrieval/Analysis Methodology for Land & Water Division, Dept of Agriculture, and Incorporation of Response Farming Capability into Ongoing "Diversified Agricultural Research Project" (DARP). JORDAN; USAID Consultant: Incorporation of Response Farming Capability Within Ongoing "Jordan National Agricultural Development Project" (JNADP); ETHIOPA; USAID Sponsored Planner/Designer – Together with Scientists of the Ethiopian Agricultural Research Organization (EARO) of a Joint EARO/WHARF “Response Farming Research and Development Project for Dryland Farming Areas”.
INTERNATIONAL
DEVELOPMENT
11 Years Designing and Leading International Agricultural Development Projects: CYPRUS; FAO Expert, Irrigation Extension: Co-Designer and Co-Leader, Water Use Improvement Project - Introduction of Modern Highly Efficient Pressurized Irrigation Systems to Hi-Tech Small Farms Irrigated from Boreholes (Groundwater) and from New Dams (Surface Waters) - Model Project Given Highest Priority, and Still Ongoing After 30 Years. KENYA; USDA Supervisory Soil Scientist: Co-Designer and Co-Leader, Cropping Systems for Marginal Rainfall Zones Project - Small, Low Resource Farms, Wholly Dependent for Water Supplies on Seasonally Variable and Highly Uncertain Rainfall in Recurrent Drought Zones. Response Farming Conceived Here and Successfully Field Tested Through Four Growing Seasons in 32 On-Farm Verification Trials
UC DAVIS
11 Years at UC Davis Researching Key Relationships between Crop Yield and Water: (Includes Research as PhD Candidate and Associate Research Water Scientist plus Coordination of 4-State Collaborative Field Studies - UCD-CA; USU-UT; CSU-CO; UA-AZ): Pioneering the Use of Advanced Research Tools Including UCD Large Lysimeters, Neutron Soil Water Gauges and the USU Originated "Line Source Continuously Variable Water Supply Design" for Field Experiments: Goals were Development of Models for Estimation of "Water Production Functions", Including Crop Water Requirements, Crop Capabilities for Soil Water Extraction When Under Stress, Soil Water Balance, and Crop Yield Responses to Water Deficits, Including Effects of Deficits in Sensitive Growth Stages; Also Effects of Fertility Levels & Plant Populations on All Above. Estimation Methods Developed are Present Day World Standards (FAO Irrigation & Drainage Papers 24 and 33)
UC AGRICULTURAL
EXTENSION SERVICE
11 Years Advising Farmers in California's Central Valley (San Joaquin and Merced Counties): In Both Counties, Responsible for Soil & Water Management (Irrigation, Drainage, Reclamation of Saline and Sodic Soils, & Operation of a Soil/Water/Forage Crop Laboratory) for All Crop Types (Trees, Vines, Field Crops, Forages/Pastures, Vegetables), plus (Merced Co. Only) - Production of Irrigated Pasture Grasses & Legumes, and Production & Marketing of Vegetables
